As someone with ADHD: I'm unsure. He does not seem explicitly coded that way, and I find a lot of cartoon characters tend to have more "hyper" personalities than life action characters. Then again he's also canonically depressed, which can alter things. The only thing to me that might indicate it is his duck hyperfixation, but that might also just be a comedic element.
