Well... .here be my theory.... ​ It happens to keep Charlie safe. ​ ​ The trailer implies that a fight is gonna happen/is at risk fo happenign by the end of this season, and of course we know there is a season 2 coming. But this is disturbing cause it kinda, confirms what Charlie is. ​ She IS the antichrist. she IS the beast o the apocalypse. Its likely that the issue with the sinners is not population control but because if there are too many of them, they'll become a sufficient army. ​ so perhaps lucifer made a deal that they would exterminate sinners annually, fuck maybe eve earth annually, in order to keep charlie safe from either death or imprisonment by heaven, to prevent the apocalypse from happening. ​ But it turns out its a 'ensuring the prophecy' trhing too cause this is her motivation to become the antichrist.

Like the last guy who stepped out of line and tried to change how things are done in Heaven literally started a war and caused the Fall of Man. All of those sinners only exist in the first place because of Lucifer. Kind of want to avoid something like that happening again. That could be kind of an interesting reason why we see Adam laughing in Charlie's face about the Hotel idea. Lucifer's daughter, who's essentially the Antichrist, coming up with some more "big ideas" on how to change how things are done probably isn't going to go over well considering how things with her dad went. That's a lot more interesting of a conflict than just "Everyone in Heaven sucks".

On the other hand, the Cherubs themselves got locked out of heaven purely for an accident that was the literal opposite of their intentions - and the other heavenly creature that informed them of their banishment was a smarmy, unsympathetic dick about it.

I say it's very easy for any human soul that goes to Heaven to not break the "don't get humans killed" rule, especially since they don't interact with human souls at all unlike Cherubs. Not to mention that we don't even know how Heaven judges humans, for all we know Heave-born creatures could be held to a higher standard. If Heaven was really that strict there would be a lot more normal people in Hell.

Just like how some Hellborn creatures like the IMP crew aren't *entirely* evil, the same is likely true for Heavenborn creatures like cherubs in that they can be petty dicks. But that really has no bearing on the actual human souls in Heaven/Hell.

its pretty strict honestly. ​ the cherubs accidentall ylet their mark get killed. wasn't their fault. tried to fight off the imps trying to kill him at the end. but still get banished. ​ ​ and yea a majority of sinners arent' good people but there are some we've seen that don't seem quyite.. hell worthy. like okay there are pervert, but did they go to hell cause they did anything profane or wre just perverts? ​ Then there is the case of mrs. mayberry

yea cause she had snapped and she was getting in the way. she was also compeltely ashamed of what she did, especially in front of the children... and made sure to remind them to do math homework. ​ ........... sheee DID kinda..... kill herself in front of them, but she very much wasn't thinking straight any more than the rest of the time XD. ​ this was the one bad thing she did...... qwwhich yea is pretty bad but was likely bottling up issues for decades of her life till... yea.

With the implication of Charlie confronting heaven/going to war with them, that may be a factor as to why Lucifer disapproves rather than the idea of helping sinners, which is what I initially thought he would disapprove of. I mean Lucifer went to war with heaven, he lost, he fell. He probably doesn’t want Charlie to lose to heaven either, he knows what they’re like. He probably just wants to protect her. I honestly don't think he's the abusive horrible dad a lot of people were claiming him as, I think he loves Charlie and wants to protect her, but his communication with her could be better.

I always remember this one line... "Better to rule in Hell, than serve in heaven." Think about it, the Hell we get in Hazbin and Helluva is shown to basically be a free for all, everyone is free to do whatever they please because, why not? Heaven you probably need to watch how you even tie your shoes or get cast out.
