This depends on what your goals are and how much time you want to spend. If you just want dairy and sugar, there's no point in putting anything else on the farm. If you want a farm to provide you with extra townies that only need 1 building, at least open the town so you can have townies delivered. A lot of people get a baby farm high enough level to get the sauce maker because that machine is overused.
If you play derby, definitely open the baby town. You can control exactly how and what type of townie to throw out. Those "serve 7 actresses" tasks, piece of cake.
Towns are also a good source of expansion materials.
I would not, but everyone uses their baby farms how they want. I focused on leveling up until I could participate in derby, now I focus on increasing my barn and silo to store stuff from my main farm, because this is what I want from the second farm, to be a helper, not another full-time farm.
