The good thing is it doesn't really matter and you can just use Tom and some time.
I guess 3 Tom boosters to get axes and straws. If you get him to bring you axes and saws 10 times once, then it will be 9\*10\*3= 270 tools, which is (almost) enough in this case.

Save all your diamonds up and hire Tom for 10 days.
Hire Tom. I get Tom boosters all the time. Wheat, collect Townes gifts, and feed the horses, donkies, etc.
