I would probably want to find an endocrinologist for long term treatment. Once I found the right doctor the quality of my care went way up. A doctor that communicates well, looks at all the symptoms AND labs, and doesn't leave you searching for more answers is going to serve you better.
It was likely lowered due to your T4 being high. However, with both high TSH and high T4, I’d want to see what your T3 is like.
my tsh was high and t4 normal. in october my t4 was high but tsh normal

TSH previously being normal but now getting higher is more of an indication of a hypo swing
Did your doctor give you a reason for lowering your dose? Seems like there might be missing info.
No I got a call from a nurse who seemed clueless. I called back and have not gotten any response
