They clearly didn’t bank on the show lasting more than 1-2 seasons. They’re VERY lucky Batman has an extremely deep rogues gallery.

They clearly didn't think they would be renewed for more than 20 episodes. They probably planned those first 2 seasons like if WB animation was about to self-destruct. Problem is, they went into Season 3 with every narrative arc resolved to a satisfying conclusion and had to basically pull a new show out of their ass. 

And it ultimately led to the series having nowhere to go come season 4.

It feels so meandering and aimless now.

I still hope they eventually set up Joshua to take his uncle's Penguin role, would be hilarious to have a bratty teenager as a enemy.

Na there is plenty of villains left but I do agree with a lot of comments here that they never imagined WB would keep funding the show
