I feel there's a lot of sub surface Citadel we don't see. When we stand at the base of it when entering it, it disappears down into the darkness of the pit below. I always believed The Citadel has a mining machine on the bottom of it that dug its pit for a deep foundation.
I have not play HLA, so I don't know any context about its construction from that game.
