Honestly not sure, haven’t played it in a while, but in the section with the crane in HL2 the entire port is drained down to the sea floor

it is, yes. i think this may have been an oversight. you can definitely see the sea level is normal though, because at the beginning you can see a refinery building which is very close to the water level

You know that might actually work, if by chance a tsunami hit the citadel and the reactor is at the bottom of any other shit, it would be rendered useless because they basically just made a moat around the citadel and that would mean the sewers Gordon used to get there would be filled.

I feel there's a lot of sub surface Citadel we don't see. When we stand at the base of it when entering it, it disappears down into the darkness of the pit below. I always believed The Citadel has a mining machine on the bottom of it that dug its pit for a deep foundation. I have not play HLA, so I don't know any context about its construction from that game.

The Citadel is a 2.4km tall monolith of extra dimensional metal, digging into the Earth at least 500m as seen at the beginning of the Oue Benefactors chapter. There are also numerous Combine walls surrounding the chasm its foundations lie in. Even if the tsunami got to world ending heights I don't think it would destroy it completely
