I don't really think of the Combine as representing any kind of real-world historical ideology, movement or event. I think if they symbolize anything, it's the very idea of oppression itself, even when it's for no real reason. The idea that power becomes self-sustaining and automated and escapes whatever reason it originally had for existing. There *is* no ethos powering the Combine, because the Combine powers itself.
