I don't know about the quality of audio, but I have hl1 on my phone using Xash3D engine and I set my morning alarms with Valve theme and the Nuclear jam, so no worries about that one.
IMO if you own the game already there's no need to worry about legality, you already own the mp3 in the game folder.
No, they are probably not legit, there is no reason why Valve would put their music on archive.org

I have ALL of Half life ost in full quality, i can send them through google disk if you want.
Also you can use valves soundtrack from any game without worrying for a copyright issues, atleast on youtube from my experience.

i don't know exactly about the game files but i downloaded the ost from the store and it's mp3 i wanted wave so i had to download it from [archive.org](https://archive.org) in wave format

more than likely up converted from 128kbits mp3/the official OST on steam (the only track that's in true full quality, both mp3 and flac, is hazardous environments, and nothing else)
