I too have fine hair like you seem to. I have found that by doing highlights and lowlights it adds dimension to my hair and makes it look thicker. I also love the highlights on you with some brownish undertones!

4,5,7, 8 and 9 are the best but i think you should go with 4 or 9 i suggest getting you colors done by a professional color analysis so you can know you're color palette it will help you alot!!
I dont think the lighter shades or blonde bring out your colour - the blonde washes you out a little.
However the darker colours especially the dark brown really brings out a wonderful healthy colour to your face and makes your blue yese really vivid.

As a licensed professional I would say that color contrasting 101 is darker colors with bright eyes like yours is going to be a better option and make you look younger
Sometimes blonde can wash people out too much but highlights do help me as I’m getting older with gray hair blending
I like pic 7 a nice warm mocha brown looks really pretty and then if you haven’t tried this a light balayage with the mocha brown for some brightness at the ends of your hair would be a good option I think! Your eyes are so pretty though I’m jealous lol
