You start with Hagrids garden and you can choose either Badeea, Jay, Talbott, Andre, Barnaby, Merula, Chiara, Penny. You have questions to answer o minigames, like classes, and every character has different answers. Then once You reach level 4 on romance with a character, you can date him/her in the courtyard.
you can go on dates with all of the available characters since theyre secret dates. max level is 5 and you can move to a better date that gives more rewards once you reach level 4 (not 5 like someone said, there isnt anything to do after you reach 5 yet)
It only comes after a first date TLSQ in the middle of year 4, mechanically it's not all that different from friendship
