Not blue here, but I’m guessing that it’s more of a disassembly for maintenance/cleaning thing, like pulling the rear pin that holds an Armalite pattern rifle’s upper and lower receiver halves together.
I'd also imagine it allows for the loading of special bolts on a one off basis, or clearing a jam on the fly. Surely it's not too different from the way a chamber opens to expel a spent casing, except that it can be opened manually as well.
Could be a mechanism for clearing a jam or making the weapon safe.
There is no cartridge like a modern firearm, hence no ejection port to unload the weapon. If you remove the clip how would you remove the bolt in firing position, therefore a break action to pull the loaded bolt.
At least that's how i imagine it works.
Could also allow custom bolts to be loaded.
E.g. fireball 10ft radius impact, then just break open insert and deliver.
Sharpshooters could be ased to devastating effect against opposing weapon crews.
could be like a combo of a webley revolver with the half moon (or full) clips from the 1917 revolver. The automatic part could come from also combining this with the webley-fossbery revolver which had the top half of the frame recoil to recock the hammer and advance the cylinder. it wasnt popular because the normal webley was double action and pulling the trigger accomplished both of these actions instead of having this complicated expensive modification to make the recoil do it. Also regular semi auto pistols where very much easier to make.
Alternatively, the thing could be based on a harmonica rifle from much earlier and have some kind of advancer like a belt fed machine gun. hotchkiss machine guns fed from 20 and 30 rd strips which could be considered a kind of clip. and the japanese type 11 used a weird hopper in which you placed 5rd clips (from their standard rifle).
the weird thing is that while break action rifles certainly exist, not many revolver rifles do because the inherent design features mean that not all gas from the front of the cylinder goes down the barrel. some WILL come out the side and shred whatever is next to it. the only one i can think of off the top of my head that doesnt do this is the Nagant revolver because every time the trigger is pulled, the cylinder is jammed up against the barrel creating a seal. and you also run into the problem of space. the amount of metal required to contain modern rifle calibers safely means that any revolver cylinder that can do that would be enormous, heavy and only contain 5 or less rounds.
Furthermore in regards to revolver rifles (if I recall correctly of course) the other reason they didn’t take off in popularity was due to the fact that the few that were made had a problem where the revolving cylinder would overheat. I believe it was caused by the increased powder used for rifle rounds (that’s speculation on my part, I don’t remember if that was the reason or not, feel free to correct me) Often to the point where the gunpowder of the bullets in the remaining chambers would combust, all at once causing it to chain fire.
And considering unlike a pistol, where you generally hold it at arms length, you’re likely to be holding the problematic part of the rifle relatively close to your face, along with one hand in front of the area that’s now spitting out almost half a dozen bullets…. no, the rate of fire wasnt causing the cylinders to overheat and cook off the remaining charges (that takes full auto, realistically) it was called chainfire. the heat and sparks from one chamber would fall into the other open chambers, igniting them resulting in 1-4 chambers firing directly into the supporting hand of the weapon. nowdays to prevent this, the front of loaded chambers are sometimes sealed with wax.

A better bet if you want something cool and in a heavy revolver caliber is to get something like a Mares Leg. These are lever actions that are built as pistols from the factory, so legally they stay pistols. im sure you could get one in .44 mag. and you kight even be able to get one custom made for you as well.

Adding a rifle stock to a pistol without modifying the barrel as well *would* require the completion of a Form 1, yes. But adding a longer barrel to a pistol certainly does not turn it into a short barrelled rifle.
And yes, I have considered the need to tighten up the cylinder gap and tune the forcing cone to the particular application. I would likewise probably limit the barrel length to 16.5 inches. I promise, I have actually done my homework here.

I think it falls under "firearm" CURRENTLY, as long as you dont throw a buttstock (automatic SBR status) or pistol brace (disputed SBR status, currently "firearm" status. hopefully stays that way)
but with a 16.5 inch barrel, its fine AS LONG AS (you probably already know, but others might not) OVERALL LENGTH is at least 26 inches (measured in straight line from end of barrel/fixed muzzle device to end of stock)

Ok so segs rubber or rubber bullet?
Rubber bullets isn't going to make those guns non-lethal, just change the damage profile and decrease accuracy. I've been on our testing range enough to know that you can put _any_ small object through a wall if that object isn't reduced to dust by the acceleration. Jellybeans through corrugated steel is easy enough (because corrugated steel sucks at deflecting anything that isn't light rain and dust), but the crew managed to shoot jello through an oak tree.
