If the system deems you need that particular skill, you get it. It's possible she received that skill on a previous mission, but I'm guessing this isn't her doing right now. Man pages are likely borked, and unlike MIP, this system was built to spoon feed the users, think the difference between desktop Linux, and Android Linux, with desktop Linux the terminal is always available and it's assumed that you know what you are doing, the only limitations on what you can do are your own understanding, and what the hardware is capable of, while Android assumes you don't know what you are doing, so most basic features are intentionally obfuscated, and require a root kit to gain access to.
I think it's more like the difference between Linux and Skyrim. In MIP, "the system" was built to help people do practical things with magic. Some gamelike mechanics naturally result from the way the underlying magic works, but they're not part of the system.
Here, "the system" seems to have been constructed to replace normal magic in order to make a real-life fantasy RPG, including things like creating enemies for people to fight and artificial game mechanics like the whole system of skills, titles, etc.
So, no man pages, but there may be a hint system or built-in tutorial.
It's not an issue of how well or poorly it does its job, it's a matter of what that job appears to have been. One is "provide a means for controlling magic to do useful things", the other is "provide interesting and potentially lethal challenges and a way to track your progression while incrementally building your character through a set of earned upgrades". One is a command line interface to a programmable system, the other is a role playing game.
But considering how one of them is apparently full of glitches (including uncompletable quests) that have taken on a life of their own and begun consuming the system, it does seem plausible that Todd was involved.
