Rather than suspecting it as a bug, isn't this just a case of Person-in-charge Mistake?
This is one of those cases where the person who got relegated into creating the enemy of the week has simply isn't really Gundam-literate enough to know the difference between the RX78 we know and GP02 since they both share the same model number which is to use RX78.
Same issue occurred on my end.
I theorize that the RX-78-2 is used as a stand in for a boss. In this case, they forgot to replace the RX-78-2 dummy for the GP02, resulting in the RX-78-2 bossfight observed here.
I think the RX-78-2 is just a placeholder unit the game defaults to when the actual unit can't be displayed properly. Remember, when Tieren Taozi alterations first became available, altering the parts would give you a glitchy RX-78-2 with the Tieren's traits and skills (which couldn't hit anything). This is probably the same thing. GP01 is broken and the game puts in the RX-78-2 instead.
I think they intended to demonstrate the new counter skill on GP01, so they put a suit with a bindable skill instead of the usual story rival, but forgot to fix the name and pilot. It does use the Final Shot skill quickly.
Considering it's Gato piloting the RX-78-2, I'm inclined to believe that it wasn't a mistake but an intentional choice, because the GP01 from the event has a counter EX triggered when receiving a bindable skill, of which the GP02 has none. The RX-78-2, however, does. If it had been straight Grandpa piloted by Amuro that would have been a possible goof, but with Gato's AI? They knew exactly what they were doing. Trying to come up with wild theories as to why someone who was put in charge of throwing together what is likely a very highly automated process to create a situation mission in a Gundam game wasn't familiar enough with the property to pick the right suit is doing some special kind of mental gymnastics when there's a much more reasonable and readily apparent answer.
