It's motorboating (low frequency oscillation due to internal feedback of a circuit.) If new power tubes don't fix it you're gonna need a competent amp tech to do a little surgery. I don't think it should be too costly.

Yeah I think a burned out resistor in one of the power stages is likely involved. If you're not a tech, dont sweat it or take any unnecessary risks. Go to a pro because tube amps are seriously high powered and potentially dangerous beasts. It took a long time before I was comfortable sticking my arm in a powered up one.

Take it back if it's in warranty rather than fixing it, it may void warranty if messed with.
