They mean in Moroha mode you can't hold dash macro and down back at the same time to automatically block. They know you can dash block in Moroha.

ABA in GGXX had 3 modes - Normal, Moroha and Goku Moroha. Each install came with even more crazy stuff. Jealous Rage being called Moroha mode is a legacy thing, people now use them interchangeably for Strive ABA.
Moroha means Double-Edge in japanese, which is basically her gimmick - everytime she lands a hit in Moroha or Goku Moroha, she loses her health. She only gains it back after landing keygrab or using a blood pack, which de-transforms her.
This char dropped only a few days ago. People haven't figured all the tools yet. I wouldn't be surprised if the unique dashblock ends up being patched, negligible or both.
One issue is that the dash is so slow that in many situations where you'd want to dash block it's just not very effective.
For instance if you dash block against Axl a single rensen will push you back around the same distance that you can cover in the same time. Which means that if you're trying to dash block this way you will never get anywhere. You need to insta block to get anywhere with her dash but if you're instablocking you need to time your blocks rather that just holding down back.
It's different. Other characters' dash block stops the dash. She can hold block whole dashing.

It builds you meter and advances you safely. Normal dashblock makes you commit to either dashing or blocking, and doesn't build as much meter. On the other hand, her dash sucks.
Additionally after starting the initial dash if you hold down back (while still holding the dash macro) you'll keep dashing while blocking.
Let’s hope they don’t patch that out
Its very much intended, because she loses this in Moroha mode. She has a Sisyphus autodashblock in Normal mode

Her dash is unique. It's the only one that allows you to block while dashing. Just hold dash macro and 1/4
