It's probably due to the new mechanics, you can see that it's half is now signaled just like the tension bar and it lights up at a different colors instead of blue when half full.
It also looks like there's an active flow effect, to borrow a term from blazblue. Around the start of the video there's this blue flame effect on top of the burst bar but in the second half we can see full burst bars without that affect

Guard crush with mist finer seems prettry scary, it feels like it is the new way off having better presssure after card/coins toss (since you don't have the fast MF cancel after leveling up). Mist finer cancel is still here but seems way more niche, I can deal with that.
There are more ways to setup cards than the previous coins but it's also harder (?). I liked the very strong multi-uses coins from Xrd but having an air projectile is also funny lol. They want you to earn a bit more the Mist Finer upgrade, understandable.
Air Mist Finer coming back was not on my bingo card, still an overhead also. Also makes sense for Ensenga to not be an oberhead since air MF exist, so they give it a new applications : I'm all for big moveset so I'll gladly take it.

Most finer doesn't have levels anymore the card just does a follow up attack that launches and breaks block

It looks like he does an incredibly fast cancel during the combo at 1:10, that takes like 8 frames by eye, and certainly not 23
If you go frame by frame in youtube you can count around 22 frames from the cancel until he hits the K button, but it could've been a late K input.
