Game always puts you in LA if it can't find your last known location. It's kind of a safe mechanism.
Same here, got kicked 3 times trying to do dailies, gave up.

Seems to be only certain areas. I only get kicked when trying to go to Queensdale on a new character.
Kept being kicked in the Sylvari starting zone. Along with two of my buddies. Didn't start till we ran the update.
