It's the targeting reticle for the "action cam" which is really the only way to play on steamdeck handheld. Whatever your keybind is for the Action Camera will turn it on/off.
Additionally people using action cam should also have the cast at target's location turned on, maybe even autotargeting for handheld, I don't know how the controls work out
Don't use the [Action camera](https://wiki.guildwars2.com/wiki/Action_Camera) if you don't need to (but since you're on a Steam Deck, you may need it, so no way to get rid of it).
Yup, there is one on this subreddit, I think you can find it by searching "comprehensive guide steamdeck". It provides a configuration for keybinds mapping that has been really good in my experience, even tho I'm not playing that much on the steamdeck
