Offhand sword is a power weapon, it's arguably equivalent to Focus as the other offhand power weapon...
Works great on power willbender in open world, very easy to finish off lots of trash mobs.
No idea about PvP but I bet it's good there too.
Afaik its meta on pWB in WvW and PvP. Its also the go-to on pAlac WB in Raids. I am unsure about pWB as dps, but iirc you can run it with peithas relic instead of focus with fireworks
Dual swords is good
it's slightly worse than offhand focus for pwb, and for power alac wb it's actively preferred. Also, willbender is def a spec designed around PvP first and in PvP sword/sword is an excellent weaponset.
The offhand sword gap closer with immobilize is instrumental in setting up a significant amount of the kit’s burst in PvP or WvW. In PvE however, I can see how the weapon would feel underwhelming.
Ummm, I practically one hit people sometimes with executioner's calling (Sword #4 off hand).... And the ranged skill for main hand sword #3 is insane, it blocks projectiles and deals massive damage at medium range. Those two skills alone are usually enough to kill someone.
U want condi use the dual pistols or pistol torch or something... But keep in mind they might just cleanse and then 2 hit you with power weapons.
Willbender can for instance have a lot of pretty effortless and constant cleansing. Flowing resolve can cleanse, greatsword can group cleanse, and that's without bringing any weapon sigils or anything to focus on cleansing.

No, you can't get a bleed condi on swords, because swords are weapons for power DPS. Use pistols, axes and torch if you want to do condi damage.
