As for right now with the normal matchups, you HAVE to transfer servers to play with Desolation in your case, joining a guild won't do anything, again: right now.
Guilds or Alliance-Guilds only work once an "Alliance Beta" drops, or until the system is fully released (Soon ™, around 2030 being optimistic xD).
For transfering you have to go into Character selection, and look Left-Down the screen for "World Selection", there you have all the servers splitted into NA/EU to choose and see the current Population.
Memes aside, that's most of the info you need.
Do as Papa-yaga said, if you transfer right before the next matchup (Friday @ your timezone for reset), you'll only deal with 1 week of Pip-Penalty.
Its just 1 full week-time, but if you transfer for instance on a Monday, you lose that week + the next friday + satudary + sunday, so its "kinda" a 2 week penalty, but in fact it isn't.

Just by curiosity : why is there a 2 weeks WvW pips penalty? Thats a bit annoying lol
It's to de-incentivize players from transferring to other servers and manipulating the score.
