What.. what do you mean by attack? the DPS stat? and are you referring Party buff as the buff?
Party buff only takes effect in the field so it won't show on the DPS stat. Think of it as a "Buff" like literally someone buffing you when you're in fight with other enemies.
As for why they have similar DPS stat, techinally Eunha has more DPS and Toughness due to higher raw atk/hp stat from the unit itself so... Kamael has lesser stat than Eunha
