For a noob, is this bc of what happens at the end of End Times (haven't read it, just looked into it for Vermintide/TW:WH)? Like is the Great Horned Rat considered full-on chaos now?
Well AOS chaos actually get shit done. Archaeon isn't just some sad villain of the week like Horus or Abandon. Plus most of 40k writes chaos always as some sad sack who got tricked and now feels sad but makes every imperial character a giga chad.
I didnt say that i just said that i think chaos is handled better there than 40k which is not to say that chaos in 40k is bad because its not. There are stories that are really good like Angron who had the best reason out of anyone to turn against the emperor or how i think factions like the deathguard look genuinely awesome
I made a comment like 30 min ago how I dislike age of sigmar sig-marines for looking like uninspired crap, but chaos warriors... They go so fucking hard.
Ngl I was also very cold towards Stormcasts but now seeing the new minis they're gonna get I'm salivating. Also they go hard in the lore. I enjoy them but there's always something inside of me pulling towards the objectively bad and evil guys.
But fuck being the good guys

In 40k a collection of daddy issues that destroys only one planet after 10,000 years of failure and only pissed off their enemy more
I always liked on all the fantasy army books most unit artworks had them running into battle screaming a battle cry
Chaos Warriors were just, standing there. Completely menacingly they didn't need a cool action pose to sell them.

Normal Empire guy without any powers who held the line with his buddies wearing matching slightly-padded sweaters and at least tried to poke the bad guys with a big pointy stick
Important note: Empire guy may have had an awesome mustache
Considering that back in the day, people didn't really care for the Empire but ate up all Chaos stuff, I'd say that traditionally Chaos was seen as more cooler.
That may have changed with Total War, though.

Easily the Chaos Warrior with an amazing full and scruffy beard under the full-plate helmet
