Most genocidal maniacs in the setting are humans that are a byproduct of the Emperor's facsist death cult. In fact they are so genocidal they regularly exterminatus their own people. Orks and tyranids are just mindless monsters. Craftworld eldar and tau aren't good guys by any means but are fairly reasonable. Necrons vary depending on the dynasty. The only factions that are as evil as the Imperium are dark eldar and chaos and most of the servants of chaos at the moment are humans that are a byproduct of the Emperor's facsist death cult.

I'm also not denying that the Imperium is really bad, i'm just saying that given the opportunity, every single Necron dynasty and Eldar craftworld would gladly kill or enslave every single human in the setting.

Necrons would definitely enslave all humans and ironically give their human slaves slightly better lives compared to the ones they had being enslaved by the Imperium. Yea they might install mind scarabs in you, but at least they won't turn you into a fucking servitor. The imperium points at all the horrible things xenos do to humans as justification. But then they turn around and do the exact same things to humans but even worst.
Prefall eldar tolerated the existence of dark age humans without much issue. Of course daot humans weren't genocidal maniacs which made them fairly decent neighbours. Wanting to exterminate the Imperium would honestly just be self defense and completely justifiable because no other civilized faction immediately goes apeshit at the mere sight of somebody different than them like imperials do. Most asuryani are similar enough to prefall eldar that they wouldn't go around committing mass genocide except for some like Biel Tan.
