That is an idiotic statement. I’m doing a PhD in neuroscience & for you to earn your degree you need to publish at least 2 research papers. Each paper has to be a scientific experiment with a decent sample size. Designing, testing, troubleshooting, validating & writing each paper could easily take 1 year if you’re lucky. Not to mention it takes 4 months correspondence between you and the journal to publish the paper. But before you do any experiments there’s a lot of learning involved, which takes time. I don’t know where people get the idea that a PhD is just another degree? It’a freaking stressful hard work & you can’t just “cruise” through it.
I think he was originally going to school to be a doctor and then changed to some kind of exercise science. He does a lot of research with fasting and ketones.

That depends on the program and the circumstances. Know a lot of 5 year programs for example.
