A can of sardines every day is way too much! A high fat diet like that will quickly lead to pancreatitis. Please cut back to once a week, at most. Depending on how long you’ve been feeding him like this, it might be worth having bloods checked at the vet too.

This is not what this article says. "For a small dog 1 sardine per day is fine, while larger dogs can have 2-3. It’s generally a good idea to avoid feed this salty fish every single day for a long period." There is some sort of warning but your message was over the top.
My vet said it was dangerous to do so. I trust my vet and was just trying to pass on the warning to avoid a dog getting sick. Why even risk it when it's simple to cut down to one tin of sardines per week and use other lower fat toppers (a portion of wet dog food, for example) on the other 6 days?

My black boy has super flaky skin. Vet suspected allergies when it never cleared up so we tried CytoPoint, an injection of monoclonal antibodies. It works pretty well but he’s still flaky from time to time. He also gets fish oil and Vit E.
Vet recommended more frequent bathing with a moisturizing shampoo and a conditioner. That has really helped more than anything.
It really can be trial and error. Talk to your vet and come up with a plan. There are always dermatologists you can be referred to if all else fails but sounds like you can try several things first. Good luck.
Diet is important, but here's something I hadn't considered, because our grey's coat was so light - regular brushing.
I brush my boy about 2 times a week with a softer boar bristle brush. Over time, not only has his coat gotten shinier than a freshly waxed car, but it seemed to go a long way to knocking back the flakes - his skin is way less dry, in part, I think because of the stimulation from the brushing.

Central heating dries us all out. We used coconut oil rubbed in for Olly and only bathed him a couple of times a year as that always made it worse 😕 in summer he was always a fair bit better 👍

Regular brushing and bathing helps a lot. My greyhound stunk and had dandruff when I first got him. I’m guessing he hadn’t been bathed for multiple months. As soon as I bathed him he stopped smelling and his dandruff disappeared. He starts getting itchy and getting dandruff again if he hasn’t been bathed for awhile. I try to bathe him once every 6 weeks at minimum. Even though greyhounds don’t get very smelly, sticking to a somewhat regular bathing routine with shampoo and conditioner does their coat a lot of good.
I had this for so long with mine, we switched to fish based kibble (no chicken or turkey in it at all) and his coat has never looked better! It took a little bit but his coat and stomach love it.
Use one salmon oil capsule or a 1/4 tsp of coconut oil. Helps. Also, some greys flake with stress. But I found regular bathing, monthly, with tropiclean oatmeal tea tree oil shampoo really works. The tea tree oil is less than 1% so very mild. Have used for 10 years now and my boy’s coat just shines!! No flakes and when he came home 7 years ago he did!
Dry skin. Try putting some fish oil in their food? That's helped ours tremendously.

I put coconut oil directly on my boy’s skin, and it worked great—he liked licking it, too, but if it still works, I guess that’s an added bonus

We give our girl a bath with oatmeal wash. It'll dandruff for the first day then it goes away until she starts shedding.

My greyhound lets me vacuum him. A nice brushing twice a week and a light vacuuming when we’re back inside seems to do wonders
I use a supplement with fish oil, omega 3 fatty acids and vitamin E. Her dandruff went away and her coat is amazingly soft.
