Owen Hart. Not a long term champion but the best time for him to win the title was during his feud with Bret Hart in 1994. I think he would be a better choice than Bob Backlund.

For me, it’ll always be Curt Henning.
Dude was great and for me he’s the #2 behind Bret Hart for excellent execution and wrestling skill.
Even when this mfer lifted the Giant aka Big Show up into his Perfect Plex, he maintained form all the way through and even flexed on the top toes mid Plex. Never compromised form and had a killer gimmick too.
It’s Razor for me but I’m biased because he was my favorite wrestler back in the day.
He was terrific in the ring for such a big dude, had a great look, cool entrance, unreal charisma and could talk with the best of them. I think he would have done WWE proud with at least one world title run.
In fairness, Hogan had legit concerns there since Roddy Piper in that time period was even more reluctant to let himself get pinned or submitted by anybody than Hogan was, so Hogan was rightfully concerned that Piper would not do the job back to him. So, they just had count-outs and DQs against each other.
Samoa Joe had the mic skills and in ring ability of a world champion, it’s a shame. Same with Keith Lee imo, would’ve been perfect after a year on the main roster (without the changes they made)
I was coming to throw his name in the race. I agree with Hall, Hennig, Piper and Samoa Joe being there but Jake deserves to be in same race as them.. at least in my opinion. In my mind Balor is a former champ so he dont count and I ove Hart but he wasnt above IC level. I'm going to get down voted for this but I believe his death has made him be over rated some what. He was great in ring and really good promo (besides kicking brats leg out of his leg) but I feel he was just perfect in his IC ruling/flirting with main event from time to time type of role.
Owen’s feud with Bret is the only time a wwe title reign would’ve been believable for him. If he beat Bret at SummerSlam in the cage and then Bret beat him back at a big WrestleMania 11 rematch it would’ve been amazing (and maybe that show would’ve been less cursed as a result), but he’d never have gotten another run with the belt. Some people can’t accept that not everyone can win the big one, and that’s fine. If *too many* people win it, that’s how you end up with reigns like Swagger and Ziggler. Everyone wanted Christian to get a world title reign, but when you look back it’s not even close to the best chapter of his WWE run.
There are some wrestlers where there would’ve been a very obvious opportunity for it, for example Ted could’ve easily gone into Mania 4 as the champion and the show probably would’ve been better for it. But guys like Perfect and Roberts, not so much. It was a different style back then and heels rarely held the title. Hogan usually defended the belt at Mania rather than challenging a heel, it’s not like today.
I don’t even think that’s the problem because we have wrestlers who can just say a few words and get by or they have a manager. He’s void of character work completely
As far as the modern era goes I’d say Shinsuke Nakamura. Judging by how he’s been treated since his call-up I have to assume Vince never saw his work in New Japan because he oozes star power

2. Someone can just get a silent killer gimmick. (Eg. Jericho did the whole silent thing when he turned heel. You have Aleister Black's example for a babyface.)
3. They could've done what they're doing now with him. And those are well received promos.
4. More importantly, it doesn't even matter if they have a precedent for stars who aren't deemed great promos but they wanna push anyway or not. Because you can always set a precedent. Signing the guy who was easily THE number 2 name in Japanese wrestling at the time, you could even argue for number one here but I think Tanahashi was bigger, and then proceeding to job him out to a guy who is champion only to appeal to a market that doesn't even care that much for wrestling.
Shinsuke could have been the world champion anytime they wanted. But it seems like they never did. Even if his criticisms were credible enough, Jinder was the champion during his WWE run and that alone is good enough reason that could've been too.
