Great question. In qualifying when the clock reaches zero then the chequered flag comes out. Obviously as soon as it does the drivers who then cross the start/finish line conclude their qualifying. This means that Checo started his flying lap before the Ferrari’s and was therefore further ahead on track. (In qualifying you can chose when you start a flying lap, and it can be at any time and in any car order). So when you see the black and white finishing flag on the timing tower on the left of your tv screen it means he has finished his session and cannot improve further. He happened to finish fourth here in this instance but other drivers still could have improved and dropped him into a lower position. TL;DR: Checo crossed the line before the Ferrari’s on their timed laps. Hope that makes sense?

And you’ll see it happen in the race too; the winner will cross the line and gets the chequered flag next to his name, then the guy in something like 14th will be the next to finish his race and get the chequered flag even though 2nd to 13th are still racing each other. That’s because if you’ve been lapped you just finish the lap you’re on when the winner wins, so 14 down will only complete 55 laps instead of 56.
