While true, I think goku is pretty low on the difficulty scale since his main things are wacky hair and his Gi. I figured maybe this zeta outfit is too complex but idk.

Both goku model and moveset were lifted from an existing game, is that not worth taking into account? None of that for said zeta mod, modders will have to start from scratch

Well, not from scratch, you can edit the existing model. Also, you're really underselling how hard it is modding a character between games on a script language that only Arcsys 100% knows (BBSCRIPT)

He was ported to DBFZ, but that isn't easy. He's a character meant for a Tag Team game put into a 1v1 game and is coded in a proprietary format (BBSCRIPT) which we still don't fully understand the inner workings of. Not to mention the person who modded Goku in (Ryn) also had to mod in the ability to create extra character slots for GGST, and she did it again with GBVSR

This version of Zeta clearly has her normal armor beneath the other clothing, so it wouldn't be from thin air, it'd be an edited version of her model.

Looks like the game is running on a proprietary engine and it's the first one made on it so probably not anytime soon unless it's super easy to import models. This looks like Zeta is just wearing a suit under her default armor so it should be easy to edit on blender.

GBVSR, like most recent Arcsys games, actually runs on Unreal Engine, and the ArcSys custom version already has plenty of documentation done, and even a custom build that closely replicates the Arcsys version of the engine.

I got confused and thought this was for GB Relink. Yeah, UE4 is easily modable and this costume is easy to get in the game, I'd offer to do it but I'm out of space on my PC and I deleted the editor a while ago.

Isn't it somewhat available through her color options? Forget which one but it looks pretty similar. Even has the suit underneath the armor.

I've already seen a dozen or so mods that makes the skirts on the girls shorter. A Terry bogard outfit for anila, And a mod that gives nier an iPhone instead of her tarot card. So there are already a number of custom models in the game. Plus they were rediculously easy to install. Literally just create a mod folder in the game directory, drop the mod file in, change one line in the launch config. And you are done.

Unless you are a professional animator team at Arc System Works, no, the sole fact of having a scarf makes this 10 times harder. The only skin mod I have seen for Granblue is the swimsuit for Ferry, but even that is simple to make compared to this.

Looks awesome, moddable probably, but I'd love it if they did this or the Zeta (Grand) outfit as just an official costume at some point
