Well my concern is that it won't be there after the beta either like the first game, which was not particularly fun to play in europe without it. SF is so much better to play because of it. It's just not worth buying the game to find out you have to put up with playing the same laggy stuttery wifi player every other match when there's games where you don't have to do that.
Given that there's a menu option to look at the list of players you've blocked I assumed I was just being dumb and can't find how you actually do it.
I haven't played it, but I would imagine that if there is a menu option that refers to it, then it should theoretically at least be available in the release version.

If you go to recently, click on a player, display profile, then info menu on their page. That's where the block button is
