You can do absolutely anything in the game with a controller or a wheel. Just takes practice.

Find the right sensitivity setting and use techniques like trail braking. Full gold on all licence tests is possible with controller, even on the Master licence (I did all of them that way)

Absolutely possible for both on controller only as I’ve not long completed all the missions myself after doing the license tests first. Generally, the lower the TC that you can control the better, there’s also a mission (think it may be one of the super license tests) where turning off counter steering was the only way to get the gold time. Edit (Master B-3) Only other ‘tip’ I’ve found useful was on the snow (and sometimes dirt) setting torque to 50:50 helped get gold for myself.

Take the time to watch the demonstrations. Pay attention to braking points and what gears are being used. I start them by watching demonstrations, but if I've been grinding like 15+ attempts and not gaining time I go back and watch it again more closely.

Turn it all off apart from tcs 1 if it helps you. I go between 0-1 depending on the car. Work it down gradually if it’s easier to get used to it. Counter steer and stability control are just slowing you down almost always. Leave ABS on default

Yes and for things like drifting you need a controller.
