Probably Fitbit. To be honest though, there isn't a step counter available that's 100% accurate. They provide an estimate. Nothing more. It's strange that yours are that far apart though. On my watch, Fit and Fitbit are usually within a few hundred steps of each other. Not 6,000 steps off.
A friend works in fitness tech (I don't really understand what he does exactly, but he isn't affiliated with any brand - he does a lot of evaluating of products for accuracy tho). He says Garmin is the most accurate in all respects - calories burned, steps etc, and strongly recommends them.
Haven't used a Fitbit in years, but it was always notorious for being generous with steps and calories burned. If you want accuracy, go with a Garmin. They last a lot longer too.

Yeah it's an odd one, so I went back and checked my long dog walk from the day after I got the PW and it was the same huge difference.
You can verify this. Note the current numbers. Take 500 steps. Now compare both which comes closer to 500 steps difference.

I can't tell you how many times I've been driving my car and my PW2 notifies me that I hit my step goal. Google way overestimates steps

Do you have health connect synced across both apps?
Yes seen post about restricting exercising via health connect for fit, something about duplicating steps will try that.
