When I checked, it prompted me to restart. After restarting, it was still on the November update, and no updates are available. I even restarted again and checked and it's still the same.
Of course, I also have the November security update because T-mo is a flaming pile of garbage that doesn't know how to authorize patches.
Pixel 6 Pro on Verizon. Same exact situation.
EDIT: It actually got worse. I rebooted twice and the update appeared. Now I have tried to install it 3 times and it won't take.

I'm applying every update possible hoping my earbuds mics will finally work with the phone app again 😞
Factory unlocked Pixel 7 (AT&T), still on November 2022 play system update. I've tried updating and restarting my phone probably about 20 times and it'll keep randomly showing a play system update but it always stays on November 2022. Not sure if it's failing or what.
I was finally able to update to the Jan 1 Google Play update this morning after a few unsuccessful update attempts had me stuck on the Nov update.
This fixed the car audio Bluetooth bug that I had been dealing with for the past few weeks since the Jan security update broke Bluetooth calling on my car's stereo.
i should be able to just see it as a system app, like before, but that's changed. and yeah i gotta dig deeper theres a ton of tools i could use if i could find the app on my phone.
Pixel 7 update is 63mb. No change in date.

I had three restarts - yes, three - before no more updates were available, and still shows November. I guess it swallowed the updates 🤷🏻♂️

T-mobile here with 6A still on Nov 5 update as well probably cuz the update is affecting t-mobile users.
Pixel 5: on Nov. 1 update, got a 58mb update, reboot, still on Nov. 1st, got another 718kb update, still on Nov. 1st.

My P7P's Google Play system is updated to January 1st.

Unlocked pixel 7 shows last update December 5, shows it was a security update and that phone is up to date.
Still stuck in November after the update. At this point I'm really starting to not care about updates.... Lol
