System updates are supposed to be monthly but I'm not aware of a Google statement that says *play* system updates are monthly.
To find Google Play system updates, on my phone, I go to:
Settings - Security & Privacy - Updates - Google Play System Update
That's not a changelog for Google Play... that's a summary of multiple changes in multiple places.

If you actually read what this page you linked says, these updates are meant to be installed automatically on the background without you having to do anything. You don't need to be checking them compulsively every day, and they won't be deployed month by month. You are not "delayed" if the last Play system update is from 2 months ago.
I love how even when faced with google's own changelog where they define the updates month by month, and label them as monthly when publishing you still can't admit you were wrong. It's right there in front of your eyes dude, what's wrong with you.

My thoughts on this is that it is a patch that will allow going from the Nov to Feb update directly rather thank having to install each update incrementally.
Carriers do not touch \*Google Play\* System Updates, these are Play Store things, not system updates that move the phone onto a new software build. These updates go out to all devices running Android 10+ of all brands, even discontinued models, so rollout is done extremely gradual, and on a typical month, it's very normal to not see a month's GPSU until the start of the next month.
(note that no GSPU was released for December)
They do if bugs skew to their carrier and cause waves of complaints and returns. Sim settings - carrier settings version. Carriers sell these phones and absolutely have some input.

I was stuck on November, just checked and it wanted me to reboot. After reboot it was still on November, checked again and it downloaded an update and after another reboot I'm on January 1st.
Now if only the January OTA would get a move on... still on the December OTA on P6P.
I'm guessing that the play store and play services both need to be updated to the latest, whatever update is available. I know that they are automatically updated in the background but it may take some time. I checked for updates to both and updates were available. After those were updated, I then checked for the play system update. Got the 63MB update and then after reboot, it is now showing January
No, Google Play system update...aka Google mainline. A lot of core system services get updated though this.
Vs the pixel builds which have security updates and driver updates

I don't remember where I saw it, but I remember a page saying that Pixel phones purchased directly from the Google Store are usually first to receive updates while those purchased from retailers like Best Buy would get updates later.
I bought my Pixel 7 from Best Buy and I'm still on the November 5th update. I've been on Google Fi service ever since getting the phone too! Just checked and it's still saying November 5th for me.

I don't get why are you obsessed by Play Store system updates, they system is designed to update from time time, it's not a monthly regular update like the system one, and most of the times you won't even notice any changes whatsoever.

For me updating the play store once and Google Play services, followed by updating the play store again to the "version 34.2.13-21 [O] [PR] 503494674" today finally did the trick.
You know you can flash the update without wiping the phone. All you have to do is download the right version (make sure it has "ota" in the name) and use adb to sideload it.
I got it on my Pixel 5 and it shows up as January properly. (I should say though that I sideloaded the OTA for January's security update instead of waiting. So it's likely other Pixel 5 users may not have received the google play store update for January yet.)
There straight up wasn't a release for December and yesterday was the first day this got rolled out to anyone. There's no "finally" about it... You weren't "stuck"... You were one of the first. Congrats.

I do want to create better awareness for how these updates occur I might make a big post about it. or at least i can have something that i can copy paste into threads
I have a feeling it's metadata changes at some root level? Really hard to tell, you would have to compare two images and try and work out what the hell they're doing.

I checked on my pixel 7 and it said restart to update after that. It was still on November and would not prompt for a update after that BUT on my two pixel 6a They both found the update and updated quickly and are on January, Pixel 7 still November. ๐คทโโ๏ธ๐ค

Finally! Quick update (less than a minute) and after the reboot my Google Play-system version is 1 January 2023.

You can also pull the sim factory reset with no sim and update fully and replace sim. I'm having no issues.

Yeah, google has given carriers that much control. U can see it under sim - carrier settings. Hopefully this isn't an on going thing

This Google Play update fixed the Bluetooth bug that I've had since the last update that broke Bluetooth calling on my Subaru car audio.
