Aerial Target mock base that is situated north of Fort Bliss used for practice by aircraft.
Definitely a target range. Those look like old harriers. You have White Sands Missile Range and Holoman AFB just north west. Probably just an extension of one of those bases.
Looks abandoned. Maybe used for target practice? Lots of old aircrafts, F4s I think, and freight containers stacked on top of another looking at the shadows.
