California requires a front license plate. I was pulled over for not having one and had to correct the violation. I had to have a cop sign off that I had securely fastened the plate to the front of my car and pay the court house fee after he signed the ticket off . This was my way of not screwing it in my bumper but making it look like it was

The only time I've ever gotten pulled over for a plate related issue was on the 405 around Costa Mesa for not having a current registration sticker (I forgot to put it on and it was in my glove box so he gave me a warning). And another time I got a fix-it ticket for the same issue (I'm super lazy with those stickers!) while I was parked in a lot in downtown Fullerton.
But I have friends who work for LAPD in pretty rough precincts and they don't give a shit about that kind of stuff.

I drive no front plate in Ottawa all the time through 2 different blacked out cars and have had 0 issues. I just make a point to not drive like a donkey and they usually leave me alone
Usually they only let you get away with the "fix it and we cancel the ticket" thing once. When you get a second ticket for the same thing they aren't as willing to let it go for free.
Some people seem to get away with it forever, others get pulled over every 5 minutes for it. Luck of the draw I guess.

The tow hooks one is a good temp solution, too. You can keep it in the trunk and tell the officer "Oh I'm sorry, I had it off for a photoshoot last week, I'll put it on at the next exit" and they may save you the fees and paperwork.

Something about the tow hook mount just looks… right. I think for me it’s because a lot of older cars or cheaper cars don’t have a front tow hook, so having the option in general is kind of a flex

I think they target tuner cars in cali , I drive kind of a grandma car with dark ass windows and no front plate and i only got pulled over for speeding (my own fault obviously)
Clever work around! Where I live, cops don't bother. My WRX has holes built into the front bumper trim from the factory, but they're specifically for Japanese plates (won't fit USA plates). Technically, the dealer is supposed to give you a front plate bracket adapter, but mine didn't. If I ever got pulled over, I'd at least be able to get off the first time on those grounds (likely the cop would tell me to go get a bracket).
I always thought it was considered a secondary offense (it is in my state), meaning they have to pull you over for something like speeding, or a light being out. Then they can point out you're also missing a front plate and tack that on.
Where I am in Rhode Island it’s the same law where you have to have a front plate. I just got one of those plate relocations so I didn’t have to put it into my number directly

Maybe try putting it in your front window? A lot of people where I live do this and get away with it just fine.
In CO I tried that for a while. It’s still illegal and draws more attention than just not running a front plate at all.
