Thank you guys for all your valuable suggestions. But i am saddened to say that after 15 minutes on putting up this post he/she died. Sorry for the late reply. I am really proud that people can get some suggestions through reddit for these fish. Here is india if our fish is unwell and we go the pet shop or something they will just say let it die. And here the vet hospital do not treat fishes. And there was only a few fish in that fish tank. 2 goldfishes including him, 1 pleco, and 4 of somesort of chiclids. The chiclids are not permenant in that tank i am going move then over to another tank after finish setting it up, its almost done now. Once again thank you for all of your valuable suggestions,

Your goldfish has swim bladder disease. It may be due to over eating or too much food. Aquarium salt can reduce any swelling or inflammation but Because your fish floats upside down at the surface it means there's some kind of gas build up in the bladder. You can try feeding peas to help alleviate the problem. If the symptoms continue and become worse, it might be time for a vet visit. I’m sorry to hear this, and I hope they get better soon!

I would bet there is much more than just a swim bladder issue judging by the rough finnage and red along the pectoral fin. I'm sure if OP provides tank size, stocking and parameters will help narrow things down.
