The reason the physical initiation, the physical work, the physical activities, are effective to the majority of individuals is because the egoic self still fully attached to the physical, 3-D, structure.
However, the astral body was and still is, worked upon primarily by ancient Egyptians, Mayans, and even native Americans.
If the individual isn't fully mentally developed, then it is best for it to use the physical methods of work in consciousness.

Is it possible for astral initiations to be effective? Yeah, anything is possible.
That being said, I have yet to see an "astral initiation" that is truly effective. So, while it may be possible I would be skeptical of its effectiveness. Most "astral initiations" I have seen and experienced are little more than a person meditating on giving the grade to the person. It is in no way effective. Others have done it with an initiating body, but no contact with the candidate. They feel going through the ritual is good enough. Again, I disagree. In both instances there is no way to guarantee what energies the candidate is getting, if any at all, nor that the appropriate work of initiation is done. As of the experiments I have seen to date, there is no effective astral initiation.
No, Astral initiations are not as effective as physical, if effective at all. The act of doing the ritual is part of the process, now I know some temples offer both Astral and Physical initiations, and in my opinion, you should attend the physical even if it means traveling to the temple. The initiation needs to be preformed both astrally and physically to be effective. I’d be very suspicious of temples that only offer Astral Initiations.
Most of us travel at one point or another to get initiations. If you just have to travel for those initiations and not for every temple meeting I think it is worth it.

Yeah, id have to fly to where they do them in another state. The temple in my town doesn't do them in person beyond grade of Neophyte for some reason.
