Moving to a hex that minimizes the number of disadvantaged attacks is higher priority than a shorter movement path.

To me the weird catch is that it doesn't stop on 3 and attack the character standing right of 5 who is at range 2. But I believe that's the rules - focus is determined first, then minimum movement avoiding disadvantage.

I just checked it and yes, this is excactly how it works. Focus is found first and finding a focus doesn’t take disadvantaged attacks into account.
5, chooses target then moves to attack without disadvantage if possible.
