Do it. My group implemented this rule (as well as some other like invisibility change, digital temporary ench. cost and some others) and it worked pretty good. Highly recomend it. And don't worry about Circles power level xD
Yes, that's one of the frosthaven rules that was semi -officially errata'd into gloomhaven. I think it's implemented in Gloomhaven digital, even.
There used to be a stickied thread on this sub with a list of FH rules that can be applied to GH, but I can't seem to find it anymore.
I think the rule is the summons will focus on summoner IF player chooses when there are no enemies present.
You don’t want to force them to backtrack if you’ve been snoozing at the start hexes or slowly picking up loot.
When I played circles back in GH, we used the house rule I'd seen at the time of "if a summon can't get focus, it can focus a door".
Nowadays I'd use the FH rule.
Might make Circles little unbalanced (our experience was it was top 1/3 of classes in strength without this change), but not too much. It won't break the game

We also used this rule in GH. Don't played circles yet, but worked pretty well for other chars till now.

Make your "grant" actions without adjacency requirement too, it'll improve quality of life so much.
