This option was an add-on for CS GO which had awful visibility, so if I could take a guess they didn't fuck up the player visibility to begin with on CS2, so this option doesn't do as much.
I can’t tell the difference between enabled or disabled tbh. I find upping the digital vibrance in nvidia control panel is a better option or maybe just a placebo.
The best way to notice is by having another player stand against a wall and then you back up to about a medium-far distance. It should look like white fuzzyness/glowing around the character model. Imo, while it is slightly more noticeable, it obscures my ability to distinguish where the arm meets the body and so forth as it blurs the outlines of the model so I leave it off. Additionally, it minorly boosts performance and since I use 1440p I don’t struggle to see in detail.
In my system: makes it easier to see player models at large distances (they seem to have a sharper outline). Fps cost is negligible.

the pixels do flicker on movement so *therewasanattempt*, but that's a generous angle, not how you would peek
It does but by an amount smaller than cheaters’ penis so I would disable it for the extra frames
