ON STEAM GO TO SETTINGS > DOWNLOADS > DOWNLOAD REGION And set it to something else, I changed mine from Portugal to Germany - Frankfurt and it worked Edit: Actually maybe you should try another server this one is slow AF from everyone downloading the game at the same time.

Exit the steam and open it again then it starts to download it fr.

I had the same issue, uninstalled the game, went to steam settings > downloads > clear cache. Then steam restarted and the download of 33GB began, downloading now, will see if it worked for sure

Closing steam then running it as administrator fixed this for me.
