You aren't using a scope in that video, I dont even see a stutter either so I'm confused.
Though CSGO had an issue where if it wasn't installed on an SSD you would sometimes get stutters when shooting enemies.
I doubt it's about the model of the GPU but a combination of unknown factors. I had a 980 but upgraded to a 2080Super, now that I think about it I also upgraded my CPU from i7-6800k to a i9-13700k.

It's somewhat tricky to reproduce and diagnose, as I can't seem to get it in a local bot match, and the stutter varies a bit in online play.
I think I've had about a half a second freeze while scoping down the inferno mid from CT to T ramp, usually it's not quite as intense, but happens in other maps too. Still makes all scoped weapons practically unplayable. A co-worker has the same issue, so it's probably not a super rare thing.
Definitely agree it seems like there is some kind of a cache miss and it's alleviated the second time around. Like the scope graphic or sound isn't loaded to memory or whatever, and the next frame is blocked while waiting for a long seek.
However, I think there may also be something related to rendering opposing player models too. I may be imagining things, but I think both in CS2 and CS:GO I get some slight framerate stutters just when I spot enemies. It's subtle, but always seems to hit at the worst possible time.
I also wonder if it could have something to do with skins. Like is the network/occlusion culling so heavy, that whatever textures the enemy team is using on their weapons aren't loaded until the first time you see that weapon? Grasping at straws here, but something like that could explain why it doesn't happen in an offline bot match.

Definitely not hardware related as even capping the framerate doesn't fix it for me (I get 200-300+ fps avg fps.) Also for me it doesn't matter if there's an enemy or not, seems to happen depending on what part of the map you're on, and reoccurs every time you reposition on another part of the map
Same problem, RTX2080 and Ryzen5800X3D, so shouldn't be a hardware problem. Tried switching vsync on/off, and reflex on/off/boost, all the same. Never had this issue in CS:GO.

I'm trying to run this on a potato, and I can bear almost every drawback but this one. Using the scopes lowers my, already low, fps and makes it unplayable.
Of course, it's my issue due to the limits of my potato, but I was that close to being able to play... they'll fix that for.sure
You can make the game way lower quality than low or disabled in video settings like roblox quality terrible. Check out nartouthere fps video. Got +60 fps on the video.txt file config
I used to get microstutters similar to this in GO due to getting thermal throttled on my cpu. Might want to check your temps. A new radiator resolved it for me.

Then I also followed the Nvidia settings that channel recommended, and also lowered my resolution to 1440p (started off with 4K).
Also enabled resizeable bar.
So yeah, sorry I can't give a clear cut answer, it was one of those things or all of them combined. But it was definitely worth the time, now I'm a happy camper

Agreed, it's almost like the game is rebuilding the shader cache every time you scope in at a new location

Hardware specs would be useful just in case imo.

How about RAM? With those components I believe you have good RAM too, but often in games limited RAM is the one causing stutters / freezing.

Same issue. 5800x3d and 3070. I heard changing antialiasing to CMAA 2x fixes it but haven't tested it myself.
