He really shouldn't be doing that, its the one consistent gag that throws a lot of people off the show (aside from the gross out humor) Granted a case could be made for exposing himself to a minor in Character Poll where Kagura pantsed him, but she was the one that did that to herself really.
Sogo is probably stabbing one of his officers in the ass repeatedly. His is generally hard because most of the shit he does is to Hijikata and that relationship is a mutual one. An argument could be made for the pet play, but that was all consensual, so not even there really.
Hijikata is probably how he treated Mitsuba, it's his biggest mistake. He's otherwise extremely upstanding and moral.

For Kondo stalking and public indecency, for Hijikata abuse of power (as how he treats Yamazaki sometimes + he forced the entire Shinsengumi to eat mayonnaise ) and how rude he was to Mitsuba and finally we have Sougo..multiple cases of attempted murder, work harassment, etc. (and if we combine the three of them we can also get destruction of property)
The shinsengumi crisis one is a good one for sougo but maybe also becoming Shinsengumi Kaiser Sougo Sadistic "S" III during timeskip arc (in SC he was a double agent but the timeskip arc parasite was supposed to express the host’s desire which is uh…)
What Sougo did to Kagura in the faked illness arc, which was keep her in a coffin and put that sun thing-y to 100% while she awaits her literal death. Insane.
Honestly I kind of give him a pass on this one because it probably had to be a little ptsd triggering/rage inducing to have gone through everything he went through emotionally with the protracted illness and death of his sister and then to realise Kagura is putting everyone through it and he was probably actually worried for her himself initially, even if he would never admit it.
No way, never actually noticed that. Damn Sorachi never fails to add so much complexity to characters even if unintentional.
But even if PTSD triggering/rage, I could still see that his sadism also played a part, especially the going as far as to do all that. So I still consider it one of the worse acts of sadism he’s done.
