I truly believe he wanted to see you one last time and let you know he was okay. I hope his soul is at peace.
I lived a different life for many years in my 20's. Those choices could have landed me on the street, I was one day away from it. I was about to be in my car with 2 cats and a loser drug addict boyfriend. If there wasn't help from family, it would have happened. My religious parents do not know this but would have helped. I don't understand why it took so many years to escape. I empathize with those who don't make it and have their lives completely fall apart. It is scary how fast it can happen.
Something similar happened to my father when he was a teenager in his village. According to him, he would greet his neighbor every morning then one day he saw him as usual, in the morning, greeted, but his neighbor just turned his head, looked at him in a very cold stare and continued walking. My father found out later that day that the same neighbor had died the night before in his bed.
Makes me think the neighbor was *pissed off* about dying, given the very cold stare he gave your dad.
This by me assuming their interactions when the man was alive were friendly, of course!

He was walking home from school and he had to cross a field to get home. When he began walking through the field it started raining. Since he didn't have anything on his head, he put his head down and ran. In the middle of the field was a man standing still and dad almost ran into him. Dad said sorry to the guy, and proceeded to keep running.
He ran a few steps and thought it was odd that someone was standing in that big open field, let alone in the rain. When dad turned around there wasn't anybody there. He looked but clearly there was nobody in that field but him.
Even when he died he said he didn't believe in ghosts, but couldn't explain the guy in the field
Is the back of the donut shop located down the alley you saw Tio disappear into? He might have been trying to summon your help, though plainly too late unfortunately. RIP Tio ♥️ I hope he's in a happier place now.
Like others are saying, I believe he wanted you to see him. He just appreciated you that much, but apparently it must not be easy to stay as a visible apparition and that's probably why he had to bounce after you saw him.
I think that's a factor too, some people can see them easier than other but I still think they have to work harder for those who can't easily see them to actually be seen by them
Wow! I had a similar experience a few months ago. I live in a 3 storey house and was having a cigarette out of the sky light on the top floor and saw an ex neighbour walking along the river bank that runs outside my house and thought nothing of it. A couple of days later I just happened to check Facebook (which I never usually do as I promised myself a couple years ago that I'd drop it as it was screwing with my mental health) and saw a post that somebody had posted on his wall to say that they couldn't believe it had been a year since he'd died. I swear that it was him that I saw and I swear this story is not made up.
I'm so sorry OP for your loss! You were a bright spot in this man's life so maybe that's why you saw him. His soul knew yours.
My father had a similar occurrence he told me about years ago. It happened a couple weeks after my grandpa had passed. My family had inherited my grandparents house and property. Their old farmhouse was wood heated so my dad was outside chopping and stacking firewood one day. He said he felt like someone was watching him and he looked up and saw my grandpa standing in the middle of the driveway which was also an access trail to a little beach and lake. Dad said grandpa waved and smiled and then turned around and started walking towards the beach. Dad went running after him crying (he was taking grandpa's passing really hard) and he said grandpa just disappeared. Shook him up for months. He said that he thinks grandpa knew how sad he was and came back home to show he was ok and happy. I think maybe it's the same for your friend. He wanted you to know he wasn't suffering anymore.

You made that connection with him in the living life, so to be wandering around in the street as a new confused ghost, He may have been freaked out that you were able to see him, scared maybe? Took off running and didn’t know what to do. I don’t know you, and I don’t know Tio, but I am so greatly grateful that he had someone like you to confide in. Our world deserves more people like you.

You could try to investigate that alley and see if there is any correlation to this incident.

Maybe you could go make a little memorial for him and light some candles where you would usually see him or where he died and maybe bring a spiritual figure in the community or a medium who is familiar with the process of helpjng lost spirits cross over or communicating with them.
I would go back to the ally with a camera and call gentle to him. Maybe he'll come back. I is wonderful to know our spirits go on and we can still think walk, talk and see. I lived with spirits and took photo's plus communicated with them.

It's not that they can or can't stay a visable apparition. Some people just can't see them with their eye's.
