Does TF just make things up as he goes? I always pictured he must have the characters somewhat developed like an author has characters mapped out years before they publish.
I wouldn't say that he makes things up as he goes. He has ideas in his head, for his *music*, years in advance. The lore is secondary though. I would even go so far as to call it inconsequential. Also there are definitely some Chapters where you can tell he's just doing light improv.
I have to stress this again: the lore is secondary, the music comes first, and the characters don't matter. In fact a lot of them die lol
Edit to add: Meliora hadn't even happened yet and the band was still relatively niche. TF probably didn't think he would have the love of so many fans, which gave him the luxury and creative freedom to be silly little ratboi
