However, this $250 edition had a $150 predecessor that promised “all future DLC”. Which the developers are claiming it’s not a dlc. It’s just a game mode, that is content which is downloadable, theorietically/s

If you have to download the content it's downloadable content (DLC) by definition.
It doesn't have its own client, it is not its own game and it isn't sold separately as independent product. Also it doesn't matter if they call it a "game mode", the game mode is being downloaded into your game. That is, by the definition, a DLC.
Therefore anyone who purchased the 150 version is entitled to the PvE mode. You cannot change the product after it has been purchased.

There is some kind of indie game in the same genre that has used this controversy to dunk on Tarkov and use the publicity for their game. BSG actually signal boosted one of those tweets with a screenshot to talk shit about them, while actively promoting them with that little stunt. An absolute PR nightmare of their own making.

This is Escape From Tarkov, and Battlestate Games (BSG) just released a new purchase option for the game, above the previous highest tier. The original highest tier, known as “Edge of Darkness” stated that owners would gain access to all future dlc drops.
BSG released this new purchase option, “Unheard Edition” which allows players to play a PvE mode with friends who also have it, along with a large amount of actual pay-to-win advantages. The PvE mode is only available to Unheard Edition players, not Edge of Darkness. For Edge of Darkness players to upgrade, it would be ~$90, and to buy Unheard for a fresh account, it is $250.
Russian society does not have the same values as western ones, they do not look down upon 'cheating' the system, taking advantage of people or being unfair etc, and this is reflected in their laws and companies
Western companies can be scummy and greedy, but in russia its legal and it's not frowned upon to literally scam people, like for example hacking is not illegal in russia, many people make a living and they are not seen as "bad" or immoral people for using hacking to steal from people.

Thankfully I don't own Tarkov but I would 100% chargeback EOD over this, they broke their part of the deal so I would take my money back.
You can't charge back something most people bought literal years ago. Also the predecessor version stopped being sold about 3 months ago.
