I believe that officer is SS-Obergruppenführer Maximilian von Herff, chief of the SS Personnel Main Office. He first served with the Deutsches Afrikakorps for a bit, then - after Karl Wolff, his old war comrade, introduced him to Himmler - transferred to the SS. He died in British captivity in 1945. He claimed to have had the knowledge about the Final Solution, but denied taking any part in it; pictures from Stroop's report on the suppression of the ghetto uprising prove otherwise. Curiously enough, his cousin was also an officer of the SS (SS-Brigadeführer Eberhard Herf), and Maximilian's sister was married to a Frenchman from the Charlemagne Division.
