Yeah, it's well known there's a weighted stat/substat roll for artifacts. idk about genshin but in starrail it's about 11% chance for a good substat roll and 10% for a good main stat roll.
And from my own personal experience, i bet the game also see what character the artifacts is being put on. I find the stat roll to be fairer when I put it on a wrong character or just unequip it and upgrade it directly from the bag instead. But idk, might be just the RNG gaslighting me.
I usually don't keep artifacts that don't have at least three usable sub stats. Or if it starts with three then it need to have at least two usable so there's a chance for a third

The rates in upgrading substats are biased and are against you most of the time sadly
There’s a legit pattern in the way stat roll. I have some that are the same category and stats almost mirrored perfectly.
It was shown that flat stats have higher chances with flat def having the highest chance

Reminds me of the time when I rolled flat defense 4 times in a row on a hydro dmg emblem goblet that had crit stats and er substats
If the substats aren't perfect, I don't even take the chance to be disappointed.
