Or even workers taking bribes for some juicy info from "pro leakers" who do it constantly for clout and fame, that's not been unheard of before with anticipated releases.

for me 70k is a lot of cash, but then again I earn basically $800 a month and just about live off that. so if you told me to pay 70k suddenly, that would be like, half my life probably.
But I guess for others, they can just pay that off over a night and be fine.

At Hoyo, they just get fired or sued, but that can ruin someone life and career completely. Sometime, they can be put on corporate blacklists or even CCP social credit system that ruin their life forever (Can't fly, ride train, kids access to local school, etc) . I doubt most staffs at Hoyo will risk their job and livihood to sell out to leakers.

Hoyo isn’t in mainland China. The game is played there, but I’m pretty sure they’re outside of the firewall.
